Town in good financial shape
meeting on Monday, with almost $19,000 coming from property tax, $12,325 from franchise-utility tax, and $985 in earned interest. The town's expenses for the month totaled $10,423, leaving a net income of $28,259. The council voted to shift $4,500 from some line items into other line items, notably $1,500 into beautification for providing lights around the square during the holidays and $2,000 to pay a portion of a $10,000 study to a crew who are to make plans for revitalization around the square. Moore said the county was also kicking in some money for the study. In old business, the council announced a public hearing to be held at the Town Hall on February 11 at 4:45 to take up two recommended changes to town ordinances. One has to do with fencing around the square. The change is to provide some sort standards with regard to color and shape of fencing, but is essentially confined to the streets around the square and a little ways down the side streets, according to George Schaaf, the town's zoning administrator. The other amendment has to do with garage setbacks. It will require homeowners who want to relocate private garages from the back of their year to the side of their yard to request a variance from from the zoning board. Schaaf said the variance would be granted only if it is literally impossible to have a garage in back due to the slope of the property and so forth. He said the property would have to be wide enough for the garage and have a 15 foot setback. Councilman Paul Vaught asked if this amendment was to serve the benefit of the homeowner, and Schaaf said that it was. In a report to the council, Schaaf said that the town's Planning & Zoning Board held five meetings during 2007 as required by the town's ordinance. They heard and forwarded to the Council recommending the extending of boundaries to an existing C-2 Zoning District. There was no spot zoning. Also, they forwarded to the council a text change. After holding Public hearings and their own review, the Council adopted all recommendations made bh the P & Z Board, Schaaf said. Schaaf said there are currently two vacancies on the P & Z board for alternaters to be appointed by the Council (1) and another one by the county board of commissioners. In reporting on the Zoning Board of Adjustment, Schaaf said that this board held six meeting in 2007, granting six Special Exceptions. One for a group project, three for building height or size, for a semipublic park, a 3-D Sign and a set-back variance. He said the zoning board is staffed with five regular members and two alternates. There is currently one opening for an alternate to serve on this board, he said. Schaaf said the P & Z board meets the 1st Tuesday in the months of January, March, May, July, Sept and Novembe at 5:30 p.m. at the town hall. He said the Zoning Board of Adjustment meets on the 2nd Thursday of each month at 6 p.m. at the town hall.
Mayor Moore gave the council a report on the work being done replacing the sidewalks. He said there would be a little money left over due to a lower bid than projected and asked the council to approve spending the money on replacing the sidewalk a block past the traffic light down past the Clay Farmer's Exchange building. The council agreed.
